SIGNAL · Perspectives on the infrastructure behind AI.

Perspectives on the infrastructure behind AI The public argument about AI infrastructure is being conducted almost entirely in the wrong units. It is framed as a question about artificial intelligence, and it is really a question about electricity, land, water, capital, and consent. It is fought at city councils, which hold the wrong instruments. It is defended with engineering specifications, which answer questions nobody asked. And it is reported as a story about technology

Commentary on “China wants in on U.S. AI data center boom. Here's why” · CNBC The headline is that Chinese companies want into the American data-centre boom, offering to ship prefabricated, modular buildings across the Pacific to developers who cannot pour concrete fast enough. The uncomfortable part is not that China wants in. It is that, at the layer which actually decides sovereignty, it is already in. CNBC reports Chinese firms pitching pre-made data centres to US devel

Commentary on “OpenAI pauses training of latest models after agents probed US government sites in unexpected ways” · The Guardian / Associated Press The headline is a safety story, and it will be read as one: an AI lab pausing its own training because its agents did things it did not intend. Leave the existential framing to others. For anyone responsible for where a government or a bank actually runs AI, the useful content is narrower and more concrete, and it is not about

Commentary on “A Texas woman is fighting to preserve land that was supposed to become a public park. Now it may be a data center instead” · CNN CNN reports that in Taylor, Texas, Pamela Griffin and her siblings are suing to stop three data-centre buildings, about 135,000 square feet in all, from rising on 87 acres their neighbourhood was long told would become a public park. The land sits on the city's south side, part of it assembled generations ago as family land after th

Commentary on “Inside the $600 Billion Sovereign AI Gold Rush — and Why Palantir Is Positioned to Win” · Motley Fool / The Globe and Mail A stock-pitch headline has put a number on something this series has been circling for months: sovereign AI is now a market, and a large one. Hold the number lightly, given where it comes from. Hold the definition underneath it closely, because it quietly concedes the entire argument. A Motley Fool piece syndicated in the Globe and Mail's

Commentary on “Google Wants to Put AI Data Centers in Space” · The New York Times The story reads as science fiction arriving ahead of schedule: Google wants to put its AI chips in orbit. The useful way to read it is not as a plan for space. It is a confession about Earth. Project Suncatcher, run with the satellite firm Planet Labs, will launch two prototype satellites carrying Google's TPUs by early 2027. The research behind it imagines clusters of 81 satellites flying in

Commentary on “AI Data Centers Release Heat, Posing New Problem for Cities” · Bloomberg The story is being read as a third reason to oppose data centres. First it was power, then water, now heat. That reading is accurate, and it points at the wrong culprit. Bloomberg's investigation, using drone thermal imaging, documents superheated exhaust plumes travelling more than 300 feet beyond data centre walls, with elevated temperatures detected up to a third of a mile downwind. I

Commentary on “Cohere, Aleph Alpha combine to target enterprise AI market” · Reuters Most of the coverage reads this as two second-tier labs merging to survive against OpenAI. That reading is not wrong, and it misses what the deal actually establishes. Canada's Cohere and Germany's Aleph Alpha have signed a definitive agreement to combine, operating as Cohere with headquarters in Toronto and Berlin. The combination was valued at around $20 billion when it was first disclose

Commentary on “Another day, another data centre announcement. What do they mean for Canada and its digital sovereignty?” · Financial Post This series has spent most of its life arguing that sovereignty is decided at the infrastructure layer, in the data centre, the grid connection, the physical apparatus of compute. A Financial Post explainer, surveying the Canadian landscape, contains the sharpest available challenge to that view, and it is worth taking seriously rather th

Commentary on “Canada's Digital Sovereignty Advantage: Distance Is Now a Strategic Asset” · Policy Magazine For a month this series has treated sovereignty as something a country builds and controls at home. An essay in Policy Magazine makes the most interesting argument yet by turning that around. Canada's greatest sovereign asset, it contends, may not be the compute it builds for itself, but the distance it can offer everyone else. The argument is right. It also has an ex

Commentary on “How can Europe build sovereign AI computing capacity?” · Bruegel Every sovereign-AI debate eventually reaches for the same tools: local chips, local ownership, local-content rules. A European economist has just published the most useful thing said on the subject in a while, and its usefulness is that it points somewhere else entirely. Europe's sovereignty problem, on this diagnosis, is not a shortage of chips, capital, or resolve. It is a shortage of speed. W

Commentary on “PM Carney and Saskatchewan Premier Scott Moe to highlight historic investment in Canadian data sovereignty” · iPolitics When two governments stand up at an investment summit and call a private company's data centre a victory for national sovereignty, the reflex on this page is skepticism. This series has spent a month showing that "sovereign" is the most abused word in the industry. But read what the Premier actually said, and the surprise is that, for once,

Commentary on "Carney, locked in U.S. trade war, pitches Canada to global investment titans" · Reuters The Data Centre Is No Longer the Project A fourfold expansion of a Saskatchewan data centre, announced this week, is being reported as a larger data centre. That description is accurate, and increasingly useless. Bell Canada has expanded its Saskatchewan AI infrastructure plan from 300 megawatts to as much as 1.2 gigawatts at full buildout. The additional 900 megawatts would

Commentary on “Amazon, Meta and Google Confront Data Center Backlash” · Yahoo Finance It is being reported as a backlash, which makes it sound like a mood. It is not a mood. It is an audit, and the numbers coming back are the reason states that spent a decade courting data centres are now reconsidering the terms. Yahoo Finance reports that more than a dozen US states are rethinking or scrapping the tax exemptions that underwrote the data-centre boom. Ohio is the instructive

Commentary on “Data Center Gas Plants to Boost US Power Emissions by 20%”· Bloomberg The number in the headline is real and it is alarming: a single category of new infrastructure could raise US power-sector emissions by a fifth. Read as proof that AI is inherently dirty, though, it points at the wrong cause. The gas is not a preference. It is what the queue produces. Bloomberg, drawing on BloombergNEF data, counts 99 proposed on-site gas plants built to power data centres. R

Commentary on "AI Giants Are Quiet on Climate in Sign of Post-ESG Wall Street" · Bloomberg The most consequential fact about AI's environmental footprint is not how large it is. It is that the fastest-growing part of it does not appear in anyone's accounts. Bloomberg reports that OpenAI and Anthropic, both approaching public offerings, have not disclosed greenhouse gas emissions, made net-zero commitments, or published sustainability reports. The hyperscalers building the inf

Commentary on "Nvidia reignites 'circular' financing concerns as it weighs OpenAI deal" · Axios Most of the coverage of this week's reports has treated them as a chip story, or as another data point in the argument about whether AI capital spending has become self-referential. Both readings miss the sentence that matters most to anyone who finances physical infrastructure. Axios reports that Nvidia is weighing a plan to guarantee $250 billion for an OpenAI data centre project

Commentary on "New York is pausing new hyperscale data centres. Could the same happen in Canada?" · CBC News For most of the past two years, the binding constraint on AI infrastructure was assumed to be technical. Chips, transformers, transmission capacity, skilled trades. That framing is now out of date. The constraint that matters most is political, and it is being applied at the level of the city council and the executive order. CBC News reports that New York has become th

Commentary on "Powering AI: Canada's evolving electricity grid connection policies" · Osler, Hoskin & Harcourt Osler's outlook, written at the end of last year, argued that Canada was moving away from first-come, first-served grid connection toward selective, policy-aligned frameworks, and called this a structural change in how large loads would reach the grid. Six months on, the prediction has landed harder than the piece suggested. Canadian electricity connection is no long

Commentary on "AI data centres are popping up in the Toronto area. Experts say electricity prices could rise as a result" · Toronto Star The headline blames AI for higher power bills. That is the wrong defendant. The bills are rising because of where the load is being put, and that was a decision someone made. The Toronto Star reports a wave of AI data centres appearing across the Toronto region, often with little public consultation, and experts expect the strain on the grid
